The most popular ceremony location at San Francisco City Hall for a small weddings is Rotunda located at second floor. You are allowed up to 6 guests at that location. This is a public area so there might be a chance that you will have more than one witness or photographer during your ceremony. If you wish to invite bigger group of friends and family I recommend renting 4th floor or Mayors Balcony, each one of them can accommodate up to 100 people. Contact San Francisco City Hall Events department for an availability and current pricing. City Hall staff will block the area from foot traffic, giving you and your guest some privacy. If you like you can also hire an independent officiant and musician.
